The Call of the Forest Declaration, or L’Appel de la Forêt, is a powerful collective commitment to protect and restore the world’s forests and natural ecosystems. Launched in April 2025 in Hué, Vietnam, at the  45th Annual Congress of the International Association of Francophone Mayors (AIMF), the declaration was signed by over 50 representatives from French speaking cities, encouraging cities to take bold actions by placing forests and mangroves at the core of their urban development, climate adaptation, and sustainability strategies. The declaration will be formally presented at COP30 in Belém, Brazil, marking a major step forward in aligning urban leadership with global climate goals.


Building on Belém's Environmental Leadership

This initiative builds directly on Belém's established environmental commitments and leadership position in global forest conservation. As the host city for COP30, Belém has affirmed  its commitment to environmental action through endorsement of multiple international declarations that align closely and could work collaboratively with the vision of The Call of the Forest.

Belém is a signatory to the Cities4Forests declaration, which commits cities to "integrate the inner, nearby, and faraway forests into city development plans and programs." Our proposed initiative perfectly embodies this commitment by creating meaningful connections between urban restoration (inner forests), regional conservation partnerships (nearby forests), and international cooperation on forest stewardship (faraway forests).


The Belém Declaration, signed by Amazon Cooperation Treaty countries in August 2023, commits to "promote once again and update a common cooperation agenda" that guarantees "conservation, protection, ecological and sociocultural connectivity of the Amazon region." This event directly supports those commitments by creating tangible restoration that connects city residents with broader conservation efforts.


The Call of the Forest declaration, initiated by Paris now with over 50 cities worldwide, represents the next evolution of these commitments. Rather than letting this remain a symbolic gesture, we propose advancing Belém as the stage for demonstrating how cities can move from declarations to implementation. Mayor Hidalgo's vision of bringing this initiative to Belém, potentially with support from President Lula and the Brazilian government, creates a unique opportunity to showcase how international cooperation can result in  tangible results for city residents and forests near and far.
